You encounter Kelly through a domestic event where she tries to break into your household searching for a lost artifact. This event only executes if you have at least one mercenary assigned to your household.
When the encounter happens, you have an option to either enslave (convict) or forgive and hire (mercenary) Kelly to your household.
Kelly is an expert acrobat with good Ranged combat skills - a worthy and relatively cheap team member.
