The Mindmancer is a neuroactive nanite drug whose main purpose was to pacify violent convicts in newly established off-world colonies.

It was banned in 2277, but a handful of vials survived and entered the black market.

Prevalence on Raana

The mindmancer formula has been successfully reverse-engineered in the laboratories up at The Mastersphere and its primary use today is to turn hot-headed females into docile sex slaves. It's extremely expensive, however, and seldom found outside the Mastersphere's reach.

Due to its banned nature, the player can only buy it at a few locations, and it costs reputation as well as money:

Inventory > Accessories > Apply Mindmancer.

Most NPCs won't want to receive the drug though, so unless they are slaves or convicts they may refuse it, unless their Affection is very high. Some may never be persuadable under any conditions though, including most Paragons.
