It is manufactured from materials readily available and easily prepared on Raana: ("saltpeter") extracted from dung & urine in straw beds with wood ash, and this mixed with charcoal (as fuel) and sulphur (to reduce ignition temperature). So you can make it yourself: if you purchase a sawmill (e.g. Darkmere), and install a Burner ($150,000), this will convert 20% of your daily harvested Wood units into gunpowder units

- Base Cost: per unit from Waltons' at $5 each, of in barrels of 5,000 units from Haruki ($18,500) and Belial ($20,000).
