It is mostly locked shut and empty but is occasionally manned by Skyguard troops when they are performing raids in this area. The player can encounter Astrid Wredén here and bring her to their household after defeating the raider king who resides here.
Claiming the Watchtower
The player can claim the tower if they have completed the "Fort Sera" mission and Fort Sera itself must have at least 85 soldiers and $250,000 in treasury.
