Overview

Located in the Palace District, the Old City Hall is where the ministers and department heads convey the will of The Great Chancellor. This is also where The Senate of Ikaanos gathers once every three days to ratify new laws and pass edicts from The Court of The Legislators.

Senate Meetings

The player can participate in Senate Meetings and propose laws that directly affect Ikaanos.

Note: Unless explicitly stated, cost modifiers from High Senator focus apply to both Palace Rating and Influence cost, all Palace Rating costs have a default -50% modifier, and as a general rule of thumb, it will be cheaper and most of the time, easier. to push a law when the Ikaanos is in the opposite direction and vice versa.

The table below details the laws that the player can propose and their costs.

Table note: for documentation purposes, this table will include the Palace Rating cost with the -50% and without the -%50, with the first number being the one with the one with the default -50% modifier (which is presented in-game) and while the second one is the one without the default -50% modifier.

Base Chance

There are many factors involved in calculating the player's chances of succeeding with a proposition:

  • (INTELLIGENCE + CHARISMA + Manipulate) / 3
  • Power Value
  • Influence
  • Accumulated Palace Rating
  • Senate ranking
  • Difficulty adjustment
  • Dissidence
  • Hygiene and appearance
  • Quest boosters - This can be achieved by:
    • Completing Aria Bianchi's "New World Order" quest, giving the player a +10 chance
    • Completing "Slavemasters of Raana", giving a +50 chance in total. This is a combination of: Bane of the Swallow (+5), Savior of Ikaanos (+20), and Vice-Chancellor (+25).
  • Bribes and additional Influence spent - the player can spend $75,000 in bribes or/and 10,000 Influence to further boost their chance of success by +15 each.

In addition, the Base chance is further modified by the proposition's difficulty level. The difficulty level itself is varied based on current City Attributes and other aspects such as a faction's Power Value or its number of active soldiers.

For example, it is harder to propose Military (-) propositions during invasion events or when Control is low. The player would also receive a large penalty to Pro Corruption proposals if City Corruption is below 25.

Senate Rank

The Senate has its own ranking system, listed below, in order:

  • Orator (lowest)
  • Lawmaker
  • Legislator
  • Senator
  • High Senator
  • Hierophant (highest)

The player starts at Orator and can climb their way up the ladder by getting their proposals passed in the Senate. Furthermore, the player's rank also increases the effects of the proposals they suggest and the chances of these proposals being passed.

Even though Hierophant is the highest senate rank per Ikaanos' law, the player can only acquire the rank of High Senator in-game. Becoming a High Senator in-game is a great responsibility, and upon being sworn in as High Senator, the player can make the following speeches that carry effects of their own. This includes influencing the costs of the laws, for that, please consult the table above.

Secret Envoys

As the players climb the ranks in the Senate, they'll be approached by envoys sent by the factions of Ikaanos who will ask that they pass certain laws in exchange for a reward. This favor is recorded in the journal and has 14 days before it expires.

Honorary Titles

If the MC has chosen to help Aria Bianchi in accomplishing her goal of overthrowing Chancellor Mordecai Adler, he will be granted the ability to choose one of the three honorary titles Aria prepared for him.

  • The MC can only carry one Title at a time.
  • He can change Title whenever he wishes.
  • When discarding a Title, the Ikaanian bureaucracy subjects the MC to a five day cooldown before he is able to adopt a new one.
  • Many Titles weaken The Republic's finances. Choosing to have no Title gives a +3 Affection boost (up to Soulmate) for Aria Bianchi.

Honorary Marshal

The MC enjoys the same benefits as the Marshal of Ikaanos, Ezra Waylen, but without the responsibility and the twelve-hour shifts, seven days a week.

Effects:

  • Ammo Pack trait (MC): This costs The Republic a random amount of cash (up to $2,000) per day, and becomes inactive if Control falls below 10 or if The Republic's treasury holds less than $5,000,000.
  • +100 Influence/day

State Academist

The MC is appointed an honorary professor of The Academy and enjoys a great boost to daily lecture income thanks to his fame.

Effects:

  • +400/day in lecture incomes
  • +50 Influence/day

Above The Law

The MC is exempted from paying taxes and receives a shady (but completely safe!) Retainer income directly from The Republic treasury.

Effects:

  • Tax is reduced to $0
  • Retainer: +$100/day
